The images in sxc.hu are free to download as long as you abide by the rules in their image license agreement. In some cases you also need to notify or give credit to the photographer. You can find the restrictions next to the download button. You will find tons and tons of beautiful free stock images and photos on sxc.
Morguefile.com
Morguefile allows their free photos and images to be used even for commercial use. You can also use the images without attributing the photographer. Pls. refer to their terms and conditions for more information.
Dreamstime.com
Dreamstime has a free photos section with many beautiful images. They also allow their free photos to be used in commercial projects under their limited royalty-free license ( RF-LL ) and according to their terms and conditions.
Freepixels.com
You will also find many beautiful and professional quality photos on freepixels.com. Their images may be used for personal and commercial purposes, under the limitations of the license agreement.
Stockvault.net
You can download free stock images from stockvault.net even without signing up. Their images are free for personal and non-commercial use. You will find many great high resolution images in here. This is a great website to find free photos and images.

Many people share their images on Flickr under different Creative Commons licenses. You will find many great images on this site!

Wikipedia is one of the best sources of free photos. Be sure to read the licensing agreement beneath the picture you have clicked on.

Freefoto.com has a very large collection of free photos available for downloading. They require attribution and a link back to their site.
Freedigitalphotos.net
To use the free version of the photos they require a credit to freedigitalphotos.net. For websites they require a text hyperlink to their website. However if you purchase the photo then you are not required to give them a credit.
Public-domain-photos.com
Public-domain-photos.com is another great website where you can find many free photos and images. All the photos on this website are public domain. You may use the images for any purpose, but be very careful with photos containing logos, products and trademarks.

Nice line up – with so many free sites it’s good to see a list of only the top ones.
It says above that stockvault is free for commercial use, after reading their terms I don’t think that’s true

A good list. If photos are needed for commercial purposes, then imo, sxc is the best solution.
If for a blog – then i should go for flickr cc licensed images..
I am trying to build my own list too.
Most of the lesser sites may be useful if you need a very specific image.. though their license terms are not always seen clearly.
