The .ORG domain name is used by individuals and organizations worldwide. Many non-profit organizations and political organizations use a .ORG, but those organizations do not represent the primary association of .ORG domain names as you are suggesting.

Generally speaking, .ORG is where people turn to find credible information, get involved with their community, and support their cause (scientific, educational, arts, corporate philanthropy, etc.). French Consulate on a .ORG? Interesting but not a surprise since .ORG is used for international outreach by organizations in many different countries.
