This is were Adsense, and private ad sales differ. With Adsense traffic matters, but not as much as private ad sales. If an advertiser were to come to a site and see that they only get 20 visitors a day he may not be as interested in buying ad space. On the other hand Adsense is dependant on traffic, but not to the same extent. With Adsense you can average 20 visitors a day but still manage to make money, because visitors will see the ads and, if they are relevant to your site, they may click on it.
